great news for Japanese alcohol lovers, starting Oct 1, 2017, buying Japanese alcohol at any alcohol retailers(including breweries and distilleries) signed up for the Japan Duty Free program, will also not need to pay both consumer duty and alcohol tax.
borrowing their example:
(参考)
「1.8L、アルコール分15%、税込価格2,000円」の清酒については、酒税216円、消費税148円、合わせて364円が課税されている(酒税と消費税を合わせた税負担率は、約18%)。

1.8L 15% alcohol bottle of sake costing 2000yen, there's 216yen alcohol tax and 148yen sales tax, both taxes are exempt for tourists on tourist short term visas.

IMHO, this will likely drive up aged whiskies(those aged over 21yrs) to even higher prices.
